tariffs are payed by the sellers, taxes are payed by the buyers
we have industrial product tax, import tax, another industry product tax, i couldn't name them all
regarding buying a pre-built, i'd recommend only doing it if you don't know anything about computer at all
if you're even slightly knowledgeable, or want to learn, get the parts and build it yourself, it will be lots of fun, you'll know the build is trustworthy (if you do it correctly)
