unless you have a bandwidth limit or are doing something without a VPN, i doubt they'd throttle you for fun
if you were getting 800 before you'd need to retrace your steps and think of anything that changed at the same time as the speed changed
could be a bug with your PC, modem, router, etc. you should be able to hard restart it via the ISP's app or website that usually fixes it for me
i don't know something has to be happening though
